End Bakersfield's contract with Flock Safety

To the Bakersfield City Council:
We ask the City Council to end the City of Bakersfield's contract with Flock Safety and remove every Flock automated license plate reader (ALPR) camera in the city.
Flock cameras photograph every car that drives by. They log the plate along with when and where it passed. Put enough of those together and you've got a map of where regular people go. Work. The doctor. Church. A protest.
Records the City released under the California Public Records Act show:
- Officers ran about 1.4 million license plate searches between October 2021 and February 2026.
- The City refused to disclose where the cameras are.
- No annual audit reports of the system exist.
A surveillance system this large, with this little oversight, doesn't belong in our city. End the contract. Take the cameras down.
